Delibartive events should have a cause. Deliberation is a very costy in time and resources, and therefore people should have a reason to deliberate.
Deliberation starts from a need. A need to achieve something whether together or alone. The need is something that we need, and only if we will do something, this something will result a situation that will fulfill our needs. We may call this situation "desired future".
We therefore look to a state of future situation that will fulfill our needs. This situation will be our goal. We will have to decide how to reach our goal, and what will be the goal that will fulfill the needs. The decision process should be based on knowledge that represents the reality as much as we can.
