The first phase is important not only for giving participants a better sense of the range of problems and possible solutions but also for generating the creativity that leads to innovative answers and the sociability that gives people a stake in making the process work. But it the second phase is equally important and is in some ways more difficult, more likely to provoke feelings of frustration and antagonism among participants.
