Deliberative states are the inner mental states of the members to participate in deliberation, that will influence their readiness to agree and take the decided action.

I suggest that the stakes are constructed from these elements:

  • Needs: Every member has different needs regarding the question at hand. As the need to grow so does the readiness to take action.
  • Resources: Every member has some level of resources. The higher his resources the more willing he will be to take action.
  • Alignment of interests: The closer the solutions will be to the interest of the individual, he you will be more ready to take action.
